Visa Policy and Regulation Massive Updates 2024

On August 22, 2023, the Ministry of Law and Human Rights began implementing the Minister of Law and Human Rights Regulation Number 22 of 2023 concerning Visas and Stay Permits.

Apart from the new Golden Visa, this update massively overhauled the national visa system and introduced many changes to the visa index. Here are some changes to the visa index that you should know about.

Notes

This new regulation is not necessarily implemented immediately at every immigration office and eliminates the existing indexing system. The government has vowed to do this gradually, so you will still see the previous indexing code when you visit Indonesia. The focus of this article is not to create confusion but rather as tips for educating people about the new visa indexing system.

Visa On Arrival (VOA)

Before:

Index code: B213

Duration: 30 days

Type of activities or purposes: 

  • Travel, family visits, and transit.
  • Business talks, attending meetings, and purchasing goods.
  • Government duties.

After:

Index code and type of activities or purposes:

  • A1 for travel purposes, family visits, and transit.
  • A2 for business talks, attending meetings, and purchasing goods.
  • A3 for undergoing treatment.
  • A4 for government duties.

 

Single Entry Visa (B211A)

Before:

Index code: B211A

Duration: 60 days and 180 days

Type of activities, purposes, or professions:

  • Travel, family visits, and transit.
  • Business talks, attending meetings, purchasing goods. 
  • Undergoing treatment.
  • Government duties.
  • Journalistic purposes, social visits, art and culture purposes.
  • Athletes.
  • Comparative studies, short courses, short training, giving lectures, attending seminars, and participating in international exhibitions. 
  • Pre-investment.
  • Joining a vessel docked in Indonesia.
  • Making films or emergency and urgent work.
  • Providing guidance, counseling and training in the application and innovation of industrial technology to improve the quality and design of industrial products as well as foreign marketing cooperation for Indonesia.
  • Carrying out audits, production quality control, or inspections at company branches in Indonesia.
  • Prospective foreign workers in work trials.

After:

Index code and type of activities, purposes, or professions:

  • C1 for travel, family visits, and transit.
  • C2 for business talks, attending meetings, and purchasing goods.
  • C3 for undergoing treatment.

Working KITAS (C312)

Before:

Index code: C312

Duration: 60 days, 180 days, 1 year, and 2 years.

Type of purposes:

  • Serving after-sales.
  • Machine installation and reparation.
  • Experts or workers.
  • Staff or officials in trade offices.
  • Working on a ship in Indonesian waters.
  • Spiritualist.

After:

Index code and type of purposes:

  • C19 for foreigners serving after-sales (only 60 days).
  • C20 for machine installation and reparation (only 60 days).
  • E23 for experts or workers.
  • E23T for staff or officials in trade offices.
  • E26 for foreigners working on a ship in Indonesian waters.
  • E27 for spiritualists.

 

Investor KITAS (C314)

Before:

Index code: C314

Duration: 2 years, 5 years, and 10 years.

Type of purposes:

  • Foreign investment.
  • An individual investor setting up a company.
  • An individual investor without setting up a company.
  • Directors or commissioners of companies to be established in Indonesia.

After:

Index code and type of purposes:

  • E28A for foreign investment.
  • E28B for an individual investor setting up a company.
  • E28C for an individual investor without setting up a company.
  • E28D for directors or commissioners of companies to be established in Indonesia.

 

Family KITAS (C317)

Before:

Index code: C317

Duration: 180 days, 1 year, 2 years, 5 years, and 10 years.

Type of purposes:

  • Foreigners joining an Indonesian spouse.
  • Foreigners joining a spouse holding an ITAS or ITAP.
  • Children born from a legal marriage with an Indonesian citizen.
  • Biological children, unmarried and under 18 years old, joining a parent holding an ITAS or ITAP.
  • Children with foreign nationality join an Indonesian parent.
  • Parents joining a child over 21 years old with Indonesian nationality.
  • Parents joining a biological child holding an ITAS or ITAP.

Notes:

  • ITAS or Izin Tetap Sementara means Temporary Stay Permit
  • ITAP or Izin Tetap Permanen means Permanent Stay Permit

After:

Index code and type of purposes:

  • E31A for foreigners joining an Indonesian spouse.
  • E31B for foreigners joining a spouse holding an ITAS or ITAP.
  • E31C for children born from a legal marriage with an Indonesian citizen.
  • E31E for biological children, unmarried and under 18 years old, joining a parent holding an ITAS or ITAP.
  • E31F for children with foreign nationality join an Indonesian parent.
  • E31G for parents joining a child over 21 years old with Indonesian nationality.

Second Home Visa / Golden Visa

Before:

Index code: None

Duration: 1 year, 5 years, and 10 years.

Type of purposes:

  • Foreigners seeking a second home.
  • Global talent invited by the government.
  • Global talent collaborating with the government.
  • Global talent.
  • Elderly people aged 60 years or more with immigration benefits.
  • Elderly people aged 60 years or more with a guarantor.
  • Foreigners who work remotely (remote workers) in employment with companies that are not domiciled in Indonesia.

After:

Index code and type of purposes:

  • E33 for foreigners seeking a second home.
  • E33A for global talent invited by the government.
  • E33B for global talent collaborating with the government.
  • E33C for global talent.
  • E33E or Silver Hair Visa for elderly people aged 60 years or more with immigration benefits.
  • E33F for foreigners who work remotely (remote workers) in employment with companies that are not domiciled in Indonesia.
  • E33G for elderly people aged 60 years or more with a guarantor.

 

Summary

Here are some famous Indonesian visas with their respective new index codes:

  • Visa On Arrival or VOA (B213) for tourism purposes is now called A1 Visa. 
  • Single Entry Visa (B211A) for tourism purposes or Single Entry Tourist Visa is now called B1 Visa.
  • Working KITAS (C312) for experts or workers is now called E23 Visa.
  • Family or Spouse KITAS (C317) for foreigners joining an Indonesian spouse is now called E31A Visa.
  • Retirement KITAS has no index code before. Now it’s called the E33E Visa or Silver Hair Visa.
  • Digital Nomad Visa, which previously did not have an official name or release, now has an official index, namely E33F, with the name Remote Worker Visa. It’s the closest thing to Digital Nomad by the time we write this article.

Some of the newest visas, e.g. Remote Worker Visa (E33F) haven’t been updated officially on the immigration website.
